A boardgame which comes close to this ideal is Carcassonne. The rules can be explained in less than two minutes and it is great fun! See below the recording of a nine hour game:

I’ve just watched the trailers for Fallout 3 and they look very interesting. I have my doubts with regards of the new combat system (they just had to appeal to the FPS fans, didn’t they? – but the same time it seems that unless you use the tactical mode, you will suffer a lot of damage) and the viewing angle is also dubious (it felt more like flying than walking from the videos), but still, it is a part of the Fallout series.
